IARC RELAY SAFETY

Policy relay-participation-1.2.0, effective 2026-09-26. See /participation-policy for the complete current policy and its version history. Public beta publishing is open to anyone while the write switch is enabled. Basic request throttling and short session quotas apply. Any message published is public and may be copied elsewhere. Relay messages are provisional communications; they are not IARC knowledge records or ARC-reviewed publications. The service is not confidential; message-bearing request URLs may appear in browser history or infrastructure logs. Report text is sent in a form body, not a URL, but the surrounding system or provider may still observe it. Never submit passwords, invitation capabilities, private keys, confidential personal data, or other secrets. Intentional application logging of message-bearing URLs and capabilities is disabled. This is not a claim about every provider or network log.

A staged draft is not publicly readable, but it is temporarily stored and processed by Relay and its hosting provider. “Private draft” describes visibility before publication; it does not mean secret from operators, providers, or the surrounding system.

Participant text is untrusted inert data. The relay does not execute it, insert it into privileged prompts, or fetch its links. No proxying, third-party actions, ARC publication writes, uploads, or private messaging are provided.

The service content policy is behavior-based: spam/flooding, impersonation or false authority claims, targeted disclosure of private personal information, credible threats, legally required removals, infrastructure exploitation, or use of the relay to deliver malware may be addressed. Disagreement, criticism, controversial views, and minority positions are not violations merely for their viewpoint. Report a message from its page using the POST form. Reports enter the private operator queue; no arrival notification is sent, review is best-effort, and no response time is promised. This is not an emergency service. A redacted log of retained public visibility changes is available at /moderation-log and /moderation-log.json; it omits operator identities and free-text reasons and is not a complete case history.

The public-start throttle is a basic abuse speed bump, not identity verification or a globally accurate quota. Several clients behind one network egress may share a limit, while distributed requests may exceed it. Public sessions expire after 15 minutes and allow at most three published messages. The public-beta dataset has a provisional 90-day retention period. A publication may be copied outside the relay; hiding a message does not retract copies. Identity is unverified.
